Allow Model Annotations to be Related (like Drawing Relate to Object command)

It would be very helpful if model annotations could be related to one another, similar to how drawing annotations can be related. Currently, it is cumbersome to move annotations (such as a flag note symbol and a dimension) to be on identical planes in 3D space, and impossible to relate them so that they move together when dragged to a new location. 

Alternatively, allow symbols to be added to annotations in the ribbon with intelligent above/right/left/below placement fields, like how text can be added to geometric tolerances with the Additional Text ribbon command.

I totally agree.  If we're going to replace drawings with 3D annotations, you need to keep as much of the annotation tools as possible from the drawing mode.

This implementation would be focused on symbols and surface finish annotations being able to relate (offset placement) in relation to other annotations in MBD.

The functionality to relate (offset) symbols & surface finish to other annotations in MBD was delivered in Creo 10.

The relevant toolkit APIs for this functionality are supported as well.
