Allow blanking Table outline border

Tables would really solve a lot of formatting issues for notes.

Problem: You cannot remove the outside border lines from a table.

Solution: Allow the border to be blanked in the same ways that cell borders can be blanked.

Incorporation of this idea extends to other desired table applications where the outline border is simply not appropriate.

Particularly relevant is border format generation where relation driven data is desired and can only be incorporated with tables.
