As of current versions 4 to 7 , you'll notice that parts with defined flexibility , that are locked in the windchill workspace, will not allow you to to vary the dimensions or parameters, these will have a lock icon before them.
This is only a temporary hindrance, as assembling the part and doing an edit definition will get you to the varied items menu without a notification.
The idea/request is to get away with that first blockage and allow us to fill in the varied items of locked parts upon assembling.
