Today it's not easy to create points on maximum and minimun curvature values on a closed spline.
Add a feature like in Catia V5. It's easy of use and robust.
In creo you can create it with a curvature analysis transformed in feature (points are created) but you can't choose a direction and so created the 4 tangents points.
