Config setting / option to turn off BOM Balloon snapping in drawings

When moving BOM Balloons on a drawing, constraints (perpendicular, tangent, etc.) highlight and Creo suggests a balloon placement location. While this can be helpful, at times it can be distracting and counterproductive.

 

It would be great if there were both session settings and configuration options to enable and disable this behavior. As far as I'm concerned, it's fine for the default behavior to be turned on as long as the user can disable it at session start with a config option and turn it on/off as necessary during the session.

The options should be like sketcher constraints (you can toggle the individual assumptions).  It also should work exactly like sketcher from the stand point if you hold Shift and Right click it disables the assumption.  If a better mechanism is derived it should be consistent with how you disable sketcher assumed constraints.  This is a needed function as when you get a large number of balloon sometimes they need to be close but not exactly within the realm of the assumed constraints.
