Create a Config option to set Dimension Boundaries to middle, upper, or lower by default

Now it is possible to set the Dimension Boundaries for existing dimensions (selected or All), but for new features the Dim Boudaries is set to Nominal again. This is confusing and results in errors.

 

A Config Option to set a default would solve this problem.
