In Creo PTC introduced a hidden fonctionnality called Hatch Editor with allow you to manage Hatch.
Unfortunatly these feature is only available in 3D mode and not in 2D mode.
Add these feature in Drawing Mode should be more logical.
This idea will be considered along with a project to modernize hatching definition in drawing
It is interesting to learn more about the need of this tool. Here are a few questions for you:
I curious to know how often do you use this hatch editor to define new patterns and why?
Is it because you need some special patterns that consist of more than one line ?
Have you tried using PAT files (that could be downloaded from the web as well) and use those for special patterns?
What type of patterns are you creating with this tool. can you provide some examples please?
