The methods and Interfaces currently available for OLEObject would only allow users to find and query for existing OLE objects in the drawing and does not provide a way to create or insert a new one in the drawing.

Currently it is not supported to create or insert a new PDF image or any OLE object in to a Creo parametric drawing through Toolkit API customization.
