Creo 2/3 quick access tool bar

Why is it that when I modify the quick access tool bar that I have to reconfigure it for every condition.

It is a different bar when you are in a part, assembly, drawing, or in an assembly and activate a part.

When a custom quick access tool bar is made, you should only have to do it once.  Not 4 or 5 times for every condition.

Make the quick access tool bar the same from the one custom one created.

For example, I want the measure tool available in EVERY condition, and it is frustrating that I must edit the quick access tool bar in every condition to get it to show up in every condition.  So what is some of the commands will not work.  That is more acceptable than having to change every bar in every condition.
