Currently (up to Creo 7) the Creo hole note is attached to an edge of the hole feature by default. It does not add the hole surfaces as sematic references. This idea is to re-write the code so that the hole note attachment picks the hole surfaces and automatically adds these as sematic references for MBD (Model base definition) purposes.
Currently the user has to go in and redefine every hole feature to add those surfaces. See attached video from PTC.
