Apparently, according to R&D, it is a known limitation that you can't drag a shrinkwrap feature up or down a model tree to reorder it. This is a little absurd. The original ticket number is 12077763. They say they 'may' put this in a later release of Creo3. However, to me, reordering features is a basic functionality that should be fixed if broken.
