Drawing mode: allow break for radial circle axes

In drawing mode, you can break witness lines and standard axes.

However, it appears you can't break radial axes, made during pitch-circle hole patterns.  The entire circle must be shown.

It would be useful to break these if only part of the circle is required.

Example attached: 2 semi-circles.
