The Creo Parametric config option measure_auto_replace_mode yes can be set which makes the second item chosen in the measure dialog default to "replace" so that further measurements can be made without the control key simply by clicking new references.
This operates much like the old WF measure tool where you pick a base entity and then you can measure from it to many other items.
However, this option only applies to the distance, angle and transform measure tools, not to the Summary tool. Measure > Summary is the default tool and arguably the most useful, having this option apply here as well (or alternatively a dedicated option for the summary tool) would be beneficial.
