Extend the CREO VB API functionality by enabling whol tolerance info in both ANSI and ISO/DIN model mode

Currently, by using VB API, it is not achievable to gather tolerance info about IT tolerances when ANSI model mode is set, and symmetric, limits, etc. when ISO/DIN model mode is selected.

My proposal is to extend the CREO VB API to enable this functionality.
