Fix Creo so when a Windchill action is done internally, it behaves the same in standalone browser

We have found two cases where performing certain actions from Creo doesn't respect OIR's, Lifecycles, or Preferences set in Windchill

 

1) Baselines created on checkin do not use OIR's for baselines, and seem to be hardcoded in with no way to change this or turn off.

 

2) Sharing to a project on the fly doesn't respect the "Share to Project" collector.

 

I am sure other users can come up with many more instances.
