Asking community to vote on an existing SPR that has been sitting around since 2013.

DescriptionWhen save_objects is set to changed, Selecting Review > Update Draft in an empty drawing file allows save ....

Drawing behavior with the configuration setting save_objects=changed should behave the same way it does in a model. An unchanged drawing should not regen and mark the drawing as modified ("+" sign). Issue is amplified when working with lifecycle states in Windchill.

Looked at the SPR, and resolved it, though perhaps not in the manner you were hoping -- it is indeed the case that Regen Draft is a command that modifies the drawing, its purpose being to update a variety of things to underlying/depended-on/calculated-from/source data.  So it is correct that it marks the drawing as changed.

Edit: This idea is still a valid idea, in that ideas propose enhancements to the software, and it would be possible to say 'though the user has done regen draft, and this is ordering up a variety of updates, it would better to have each update report whether it had any effect or not, and only mark the drawing as modified if any did.'

PTC response and closure of SPR was not a vote I personally was expecting or wanting to here. . In this case the drawing was completely updated along with the models and checked into Windchill and promoted to Release state (Read Only), if user adds to WS with the config option save_objects set to changed the drawing can get marked as being modified if users regen the drawing.

Voting is still open for community to have PTC improve when and where Drawings are marked modified.
