In general, the Ribbon and Quick Access toolbar should consist of tools / functionality appropriate to the current mode of working (in a part, assembly, drawing, etc.).
There is an independent need to be able to do many things in all modes that are facilitated greatly by mapkeys. The mapkeys are available in all modes from the keyboard. Ideally mapkeys are made available from custom tabs / groups on the ribbon / quick access toolbar - and these (only) should be availalble in all modes. One may want to create a new Part for example while in any mode. Same for setting system colors, etc.
So - The request is to allow for a specific (ideally admin-controlled) ribbing / quick access element that can be configured once and available to all modes.
