Force priority dialog windows to display on top of other windows instead of behind

Creo has a bad habit of showing essential dialog windows behind other windows so you don't see them, or worse display behind other windows and cannot be seen because they are blocked by other windows that cannot be moved until you click on the dialog that you cannot access!  The result is that I have to force shut down Creo from the windows task manager!

 

More details/example:

One pernicious example of this is the regain license dialog window that sometimes appears behind other Creo windows which are paired with a dialog that asks to save abort or exit because the license has been lost.  If I minimize all windows I still cannot click on it.  Nor can I click on it.  I can see it when I hover over the taskbar file explorer icon but when I click on it it will not come to the top of the windows so I cannot choose an option!  This stalemate remains in effect even if I regain my license.  All I can do is force shut down Creo!

I want to add, if this problem is being caused by trying to force a window on top and it misinterprets and doesn't allow us to select the window then maybe the simple solution is to allow the user to select and put on top any window that is open.
