Current functionality in Creo 4 M060:
Activating a model within the context of an assembly does not change the selection criteria for geometry (the default filter) to be confined to the context of the active model. This negates the usefulness of activating a model, especially if the model is buried within the assembly, which makes it hard to select those surfaces.

Suggestion:
Make the context of the selection default to only allow selecting active model geometry, and let ALT+select give the non-context version where you can pick any geometry, similar to how ALT is used in many other situations.
AND/OR, provide a configuration to let us specify which context is default for activated models.
