Have the BREAK key work more often and more quickly

Have the BREAK key work more often and more quickly

The BREAK key is what we are supposed to use to stop a command that is running (and possibly hung). But my experience is that most times after pressing it and waiting up to a minute, nothing happens and I have to completely kill the process. I'd like this to work more reliably if this is the supported solution-have it work in more cases and within 10-15 seconds the user should have an idea whether it will work or not.

My experience has been that you can hit BREAK once and only once. Having hit BREAK and getting no response after a reasonable time, sdkill -8 will work about 50% of the time.
