How to create diameter dimensions on a symmetry in the 3D model in the same way as in sketching

I am working on a CAD-CAM integration project and I want to use the Model Based Definition on Creo Parametric (drawingless).

In sketch, you can create diameter dimensions on a symmetry (3 clicks, axis, side and axis) for example a revolution. I try to reproduce the same technique to create a dimension (3D annotation) in the 3D model but it doesn't work - is there another solution?

Our organization is active in the field of construction machinery, combustion engines, and hydraulic components. I work in the IT department of the company, and we have a CAD-CAM integration project. We want to use the Model Based Definition on Creo Parametric (drawingless).
