Improve Repeat Placement of Component with Mechanism Placement Constraints

Add ability for the Repeat command to include assigning all placement and orientation constraints related to a component that has Mechanism Joint Definitions assigned to it.

Currently for example a component that has a cylinder joint defined. When you place the component using the repeat command you are only given the option to select the insert surface for the cylinder. You are not allowed to select or defined the translation reference or rotation reference if it was previously defined in the component you are repeating.

This issue exists in Creo 2 and Creo 3 Parameteric

Only allows you to select axis alignment

Notice translation and orientation are fully defined in component previously placed that the repeat command is being used on below.
