According https://www.ptc.com/appserver/cs/view/solution.jsp?n=CS122400 it is currently not possible to configure this value.

Hi all,

This functionality was delivered with Creo 7.0.5.0 and Creo 8.0.1.0 

you  can define the default position of dual dimensions using the following config.pro option: "default_dual_dim_position" and using one of the values: below/right

this option will be applied only for newly created dimensions
