Datum Feature Symbols created in the model can not be extended beyond the surface as shown below. They can only be moved within the boundary of the selected surface or attached to a dimension, gtol, etc. This idea is to implement the ability to do so to be compliant with ASME Y14.5. I am aware that you can create set datums that allow you to do this, but they are not parametric with the model gtols. If you change a set datum name it does not update the datum name in any Gtols that carry the same name.
