There is a config option def_layer LAYER_AXIS_ENT that creates a layer and adds the axis entities from features (not the features themselves). However, in modelcheck, the parameter PRT_LAYER 'NAME' 'STATUS" AXIS or DATUM_AXIS can not check for axis entities. PTC insists this is an enhancement. Because of this, the check LAYER_PLACE for an axis is 100% useless. It won't give an error an axis entity. It will only give errors for AXIS features. It WILL give errors for features that have AXIS in them. So either it gives an error you have features or it doesn't give an error that it is missing entities. Either way; you can't use it.
