For this idea use modelcheck to Check that Drawing/Annotation Notes to only be used from a certain list, where the notes contain more than one line. The notes can also contain a symbol that can be used as a variable where the user can type anything in and the error won't flag. For instance, one line in the multi-line note can say "REFERENCE PROCEDURE NUMBER 123456". One drawing can have one procedure number and another drawing can have another. Maybe the note can check against "REFERENCE PROCEDURE NUMBER #####".
