I assume that a use-case for this would be creating something like a pipe/tube/cable where a profile on the workplane needs to be pulled linearly, then pulled angularly, then pulled linearly, etc. With this option the workplane would follow the part as it is being added to so that the workplane is always at the end of the part ready to be used for the next pull command. If that is the case, then the "Move Workplane" option is probably only needed, and should only be available, if the "Type" is set to "Distance" or "To Point" (and not "To Part", "To Face", etc.).
