Currently you can select an annotation from one Combination State and go to the ribbon and select "Add to State" and then select the state you want to move it to. Then you have to remove the annotation from the current Combination State. It would be nice to be able to select the annotation and then RMB and select "Move to State" much like the "Move to View" option in drawing mode to reduce clicks.
