My company is a Manufacturing Company, I am a "Project Optimization Engineer PLM" but for you I am a Windchill Administrator and Customizer. My stakeholders are the Windchill and CAD users, many departments of the company.

Windchill Pdmlink 12.0.2.2, Creo Parametric 7.0.6.0, Creo Elements Direct Modeling and Drafting 20.4.1.0, Creo Illustrate 8.0, Creo View 8.1.

I've just created in the past an idea for this issue, the idea 492581 but you archived it. In it there is this description that it is valid yet:
Driving dimension disappears when converting a view to a broken view
Some dimensions are deleted when breaking a drawing view
