As in the style tool, it is sometimes necessary see the changes in the 4 view layout, while dragging or performing a dynamic edit operation (dragging a dimension for example).
Splitting the screen into four sections comes with ISDX, not core Creo. What the Product Idea is suggesting is to have this functionality for end users that don't have ISDX.
I assume those toggle the split screen in ISDX. With other toggling functions, removing the 1 or 0 from the end turns the mapkey into an actual toggle instead of a dedicated on or off. So this should toggle the state of the split screen:
