TOOLKIT : Add SetURL for 2D DtlNotes

1. What version of Creo Parametric are you currently running?
Creo 9.0.0.0

2. Describe the problem you are trying to solve. Please include detailed documentation such as screenshots, images or video.
We try to link BOM Balloon and other notes directly to WT. So it is easier for the users to get more informations out of exported pdf files, because everything has a link on it that directly points back into WT.

3. What business value would your suggestion represent for your organization?
It make the way to produce things easier for colleges inside the production line. They can directly get 3D previews and other more information by a link and didn't need to search for it manually. This saves time and make the workflow more secure.

Having said that, I would encourage you to provide more details as specified in the form you saw in the submission process. More specifically # 1 and #4, The more details and context you give to document your idea, the better. Think about ways to educate and convince other Community members to support your idea and present your case to the product management team for consideration.
