Currently it is only possible to update/convert user defined parameters to local restricted parameters (Help Center Link ).
This does not work when attempting to convert/update user defined parameters to table-restricted parameters. The table-restricted parameter definition is not recognised if the user defined parameter already exist.
The only workaround is to delete the parameter, and then recreate it... but then you run the risk of setting a different/incorrect value which could be undesirabl (especially if the original value coincided with a non-default value of the table-restricted parameters)
