I would like to move though the section in 10,20 or 50mm increments by just pressing arrow keys or plus/minus keys while the view is normal to the screen.

The visual smooth animation that customer is seeing while dynamically modifying this dimension in Creo is a specific mode (functionality) that is available to users only in Creo. This cannot be achieved through Toolkit.
You may file an enhancement request(Product Idea) to To request the functionality to smoothly animate the cross section parallel to screen at http://www.ptc.com/support/PTC_Product_Ideas.htm
