Toggle browser window on in restored condition, even if minimized when toggled off

With the config option "web_browser_in_separate_window" set to "yes", if you minimize the browser window, then toggle it off, then toggle it back on, it reappears minimized.  I propose that it reappear restored, instead, because toggling it on implies an intent to view it.
