Update Detailing Note UI to Model Annotation UI

The single line note editor UI for drawings needs an option to open an editor rather than just the single line-at-a-time entry field.

Perhaps consider incorporating the model annotation note dialog in the drawing's annotation note UI.

Maybe this is already under consideration for Creo 3.0?

This should have happened a long time ago.  The one thing I WISH they'd actually bring back is make it like it was where you could paren {0:blahblahblah} certain text to more easily change those characters to a different font/size, etc.
