There are two types of LATEST:
1. LATEST_LATEST: Latest iteration of latest revision
2. LATEST: Latest iteration of current revision
Add To Workspace determines the use of As Stored if the initially selected (iteration to be added to the Workspace) is an iteration prior to the LATEST of the revision (2. above), not the revision/iteration that is prior to LATEST_LATEST (1. above).
I agree with you that it could be useful to have the default behavior to use the Latest configuration for LATEST_LATEST only, or to have a preference to control this.
