We would like to accurately represent a dimension on General View. Whether this is through a 3D Dim in modeling (represented in Annotation) or directly in Annotation is not a problem. In this instance it's preferable if the dims are added\created in Annotation - but it's not critical.
We are aware that the user can overwrite dims on a General view, but these do not update automatically if\when the model is amended.
