It's been my experience that Proe / Creo will print what the sheet would be based on updated model data even if the sceren isn't up to date. I haven't looked at this in some time, but I recall that being the case for some time.
Having a prompt that the sheet isn't updated and asking if you'd like to update prior to printing would be better, however.
So the tests I've done are to check updates to states set by conditional changes to parametric notes in a drawing program. These require manually updating sheets to display the latest info. Printing does not automatically update the sheets in this case. What you see is what you get. The same may not be true for model views if auto_regen_views is set to ALL but I haven't tested this.
The ideal drawing option would have 3 settings: Disable, ALL, prompt (or similar).
