Untill version 17 you could take the projected center of a circle, line,... on a workplane without going back to the workplane again.

In version 18 you could solve this with the classic commands, but in version 19 that is also gone.

Now you can get the "blue" projection lines with shift, but then you need to select the center on the workplane itself.

It was much easier to do that with the old versions.

Can this come back and why is this not possible anymore?

Check your 2D CoPilot Settings - 3D project.  Also make sure your catches are set as shown below.  You should have no problems doing what you want to do in 18 or 19.

First of all, with version 19 the default behavior of the 2D CoPilot changed in this area (why? I don't know). Tom's suggestion of changing the settings will normally resolve the issue-especially if you change the "Parts" option from "Active Part" to "All Parts".

Second, even if you do that, there is an issue with one command-the construction line by 2 points command. There should be 2 different commands that create an infinite construction line by 2 points, one that uses the 2D CoPilot, and the "classic" command which does not use the 2D CoPilot. The issue is that the version of the command that does not use the 2D CoPilot is not available in version 19. The function is included, but if you select it from the "available commands", the command that uses the 2D CoPilot will be used instead. I had to modify my "sd_avail_cmds.cmd" file so that both commands are available.
