def_layer LAYER_QUILT should not create a layer when importing step/iges files

When the config file includes layer creation/management and has def_layer LAYER_QUILT, it should not create a layer when an iges or step file is being imported that is being solidified. Creo should only create the layer if the model could not be solidified and a quilt is created instead.
