The image below is from Solidworks. The blue edges & vertexes of the rectangle are not constrained, the black ones are (SW allows unconstrained geometry in sketcher). However, since Proe/Creo automatically fully dimensions the sketch there isn't really any unconstrained geometry so the idea doesn't apply in my mind.
