Add a menu item "Add Radius" (above Make Constant?) to the variable radius round right mouse button when clicking along the radius chain as shown below:
I think you mean specifically add a radius at the spot where you right mouse button. You can add a radius if you RMB over an existing radius, but then you need to drag the radius point around to where you want it, which it doesn't always want to cooperate in doing.
