Answer:  XPLM is for ECAD tools while this is only for Creo Schematics.

Question from Wayne:  Which ECAD tools leverage your Workgroup Manager tools?

Answer:  This Workgroup Manager is only for Creo Schematics.  For ECAD, we support Altium (WGM provided by Altium, Cadence, Mentor and Zuken also provides a WGM to interface with Windchill.  This link describes all of that:  https://www.ptc.com/en/support/article/CS302844?source=search
