It is not possible to define Creo view render mode at startup with a preference (see CS75525).
Please make that possible as this is also possible in Creo Parametric and very helpful not to have to switch setting manually after retrieving a model.
This is currently being implemented in Creo View 7.1 planned for release in December 2020.
This is now possible in Creo View 7.1. This can be controlled from the preferences under Defaults >> Model >> Render Mode:
