Creo View and Parametric should support the skaling feature in Windows 10, to have a better view on high DPI Displays.
Now you have to set the value for this feature to 100% and that results in very small symbols all the way.
This was supposed to be fixed in Creo 3 M140. I don't have a high res display to test it on, have you tried it?
I just checked, it has been fixed in Creo 3 M140. In fact, if you have two monitors with different scale factors Creo with dynamically adjust as you drag it from one screen to the other.
