Another J-link distribution Question

I have read a few threads where I get the impression that PTC does not
allow distribution (sale or otherwise) of J-Link or Toolkit apps. I have
been developing a J-Link app that through places UDF's like holes and such
through dialog prompts. My questions are:

1. If all the code is mine (only calling J-Link through the cipjava and
pfc jar files already installed on the clients machine for which they have
a Pro/E license), would there still be a problem in this? Also, I would
only be distributing binary .jar files of my own code.

2. I would need to include the UDF's need by the program (again to
licensed Pro/E clients). Would this be a problem?

3. Would anyone be able to tell me who to start with at PTC to clarify
these issues.

4. Where is the Pro/E End User License Agreement?
