Config.pro locations

Why are these config.pro locations different.? How to understand them simply?  

Why I do not see all the options to pick from?

They are loaded from different locations, and it is useful to be able to filter the display based on this. Config.pro files can get complicated but offer quite useful customization options to exploit Creo functionality.
