Creating Parts and Drawings thru templates

Hi all,
I have quiet a basic requirement.
I have a part say A.prt and its corresponding drawing A.drw. I want A.prt and A.drw to serve as templates.
I want to create new part and drawing file say B.prt and its corresponding B.drw using the templates A.prt and A.drw respectively. In doing so I want to retain all the relationships between the template part and the template drawing (ie the relationship between A.prt and A.drw) in the new set B.prt and B.drw.

To do this I don't want to open the template part and the drawing files in Pro/E as the templates that I have are very complicated.

I just wanted to know if there is any programmatc method (toolkit/jlink/weblink) to achieve this.

Please Suggest.
