I would recommend NitroMation-API. It is much easier to learn and use that J-Link / Pro/TOOLKIT / VB and does the basics very well, and can be extended with your own Java / C/C++ Libs. We used it to write all of our automation applications - it works very well (and is already a web service based application framework - it is it network friendly).
