How does protookit traverse all the balloons in the drawing and get the number?

I am using Creo Parametric-Release 2.0 (connected) 2.0 M240

How does protookit traverse all the balloons in the drawing and get the number? Or distinguish whether there is a corresponding number balloon for a line of information in the repeated area?
